Gay Rights Group Spray Paints United Russia ... - The Seattle Lesbian

The words "We cannot be banned" were spray painted on?the United Russia party headquarters in?Moscow on?Sunday evening, according to The Moscow Times.

According to the newspaper:

The?activists also painted a?rainbow and?the same slogan on?a Moscow patriarchate building to?protest homophobic remarks made by?Russian Orthodox Church spokesman Vsevolod Chaplin, Novaya Gazeta reported.

The?activists targeted United Russia for?its leading role in?advancing the?highly controversial St. Petersburg law, which would introduce fines for?advocating gay and?lesbian relationships in?the presence of?children and?for promoting pedophilia. The?draft law was approved by?city lawmakers in?a second reading earlier this month.

The?law has drawn outrage among gay rights activists and?liberal lawmakers in?Russia, as well as condemnation by?the international community, including by?the U.S. State Department.

Former Head of FBI ? Regulate Online Gambling Now!

Former FBI Director Louis Freeh and Former Secretary of Homeland Security Tom Ridge penned an op-ed piece in last Friday?s Washington Examiner calling for a new federal internet gambling law. It?s not every day that one reads a Washington daily and finds the former head of the FBI supporting online gambling legislation.

Are Freeh and Ridge closet fans of William Hill? Are they betting on the next election?

?We all know that Internet gambling takes place in a borderless enterprise outside an already ambiguous policy arena that affects millions of Americans. Americans across the country can gamble on various games on the Internet such as cards, sports and games of chance.?

That?s the ?it happens anyways, so let?s regulate, cough cough, tax it? argument.

?Individual states simply do not possess the necessary law enforcement tools to effectively police gambling in a borderless Internet.? This is the stronger argument. As it appears now, US online gambling will be re-instituted on a state by state basis ? 50 states (plus a few territories) with 50 different sets of online gambling laws. At that rate, the lawyers will make more money than the casinos and jackpot winners!

Imagine Florida legalizing online gambling, but requiring that all gamblers must be from Florida. If each state does this, online casinos will be a crazy web of over-regulation. Freeh and Ridge are right to call for federal online gambling legislation.

Let?s hope that other wise men and women in Washington are listening to former FBI Director Freeh and former Homeland Security Secretary Ridge!

(AP) ? A federal agent accused of shooting a supervisor engaged in a serious struggle for his gun with another colleague who subsequently shot and killed him, an official said.

The shooting occurred after Immigration and Customs Enforcement agent Ezequiel Garcia discussed his job performance with the agency's second-in-command in the Los Angeles region, ICE spokeswoman Virginia Kice said Saturday.

Another agent who attended the discussion and had just left the office rushed back and burst in to disarm Garcia after the shots rang out.

"There was a very, very intense struggle," Kice said. "They were physically struggling over the gun."

The agent eventually drew his own gun and shot Garcia, Kice said. ICE is not releasing the agent's name.

The supervisor, Kevin Kozak, continued his recovery Saturday from at least six bullet wounds, including to the hand, knee and torso, Kice said. Kozak, 51, is the agency's deputy special agent in charge of investigations in the Los Angeles region.

Los Angeles police officers who work in the building on a joint task force for Internet crimes responded to a call for help and aided the bleeding Kozak, Kice said.

"The fact that they were literally right there probably was another thing that was instrumental in his survival," she said.

Garcia joined the former Immigration and Naturalization Service in 1988 and was named criminal investigator three years later. Shortly after the Department of Homeland Security was created in 2003, he was promoted to supervisor for a documents and benefits fraud task force.

He had told his wife of problems at work but, when she called him at the office Thursday, everything seemed normal, according to the Los Angeles Times. They talked about having Korean barbecue for dinner, but he said he first had to meet with a high-ranking supervisor about his performance.

"He never made it home," said Garcia's wife Balbina. She told the Times the couple were going through a divorce but trying to work things out.

Former neighbors in Murrieta, southeast of Los Angeles, said Saturday that Garcia worked long hours and mostly kept to himself.

"He was friendly enough to wave and say hi, but he didn't have too much time for conversation," said Tim Shepard, 49, who lived across the street.

Neighbors said Garcia moved to the quiet, residential street with his wife and two young boys about eight years ago. About four years ago, he began visiting only on weekends. The family moved about two years ago, though Garcia's wife still regularly returns to visit a friend.

"He worked a lot," said Andrea Tjaden, 45, who lived next door. "He would come home late at night and be gone for days."

Garcia was a plaintiff in a lawsuit against the Los Angeles Police Department after he and another immigration agent claimed they were roughed up by officers while doing undercover work. A federal jury found in the police officers' favor in 2005, saying they did not use excessive force.

The lawsuit alleges that officers handcuffed and threatened to shoot the other agent, and put Garcia in a headlock, handcuffed him and forced him into the back of a police car, despite his cries of agony because of an old shoulder injury. Garcia was hospitalized for cuts, bruises and treatment of his shoulder.

"If this could happen to me, then ordinary citizens have even more reason to fear for their own safety," Garcia told the Times when the lawsuit was filed in 2000. "The situation within the LAPD is clearly out of control."

Doug Walters, an attorney who represented Garcia, said he was shocked by his death.

"During the time I worked with Zeke, his supervisors were very supportive of him and the case," Walters said. "Some of his supervisors traveled some distances to testify."

Kice said she didn't know what job performance issues Garcia was counseled about before the shooting, and couldn't disclose them if she did.

A federal official with knowledge of the investigation has told The Associated Press that Kozak denied Garcia's request for an internal transfer. The official spoke on condition of anonymity because he was not authorized to discuss the investigation publicly.

ICE routinely reallocates resources in line with priorities, but does not disclose details for security reasons, Kice has said.

Donor Motivation and Donor Intent | Wise Philanthropy

It happened again.

On the flight back from last week?s Council on Foundations Family Foundations conference in Miami Beach, I found myself sitting next to a financially successful real estate person. When he found out what I do, he lost no time in indulging 2 predictable topics familiar to those of us on the giving side of the philanthropy table: first, and not the topic for this posting, he solicited me for a pet charity. At least twice.
Second, he expressed his cynicism that people really ever give for altruistic reasons. He told me the story of a recent solicitation for a well known public charity which totally turned him off. [Admittedly, there was a generational disconnect which explained the story but that was more evident to me than to him, and also not the subject of this post] He then launched into a challenge about why, really, do people give to charity. Ego, taxes, public recognition were high on his list; doing good was pretty low.

What i find is that those who ask that question are rarely active or generous funders themselves. They, at least many, indulge that line of reasoning, i suspect, to create a self justifying smokescreen for their own reluctance to give. Or they are finance related folks who measure success by the bottom line of what one has, not by what one gives.

Thanks to many of my colleagues in the academic and advisory world, a lot is known about donor motivation. What is certainly clear is that almost no one gives for only one reason. Those who would dismiss altruistic intent by referring to named gifts as ego driven may be overlooking the authentic wish to leverage their giving by going public with their philanthropic priority. Those who wish to dismiss philanthropic intent by referring to tax benefits may be forgetting that in philanthropy, money is being given away, not protected for oneself by other equally accessible vehicles.

Frankly, from my perspective, it is largely irrelevant why someone chooses to become philanthropic. Who am I to question if their motivations are pure? And what if they aren?t? As long as it is not a matter of money or reputation laundering, so what? If people choose to give of their resources for the public good, let that be applauded for its accomplishment, not questioned for its motivation.? And most telling, over the years of advising or teaching literally 100?s of funders and philanthropists, this is never a question which comes from them.

Of course, donor motivation is not the same as donor intent. Unlike the question of funder motivation, donor intent is worthy of a good deal of thought and self awareness. What someone wishes to accomplish with or by his or her gift matters a lot. If well thought-through and carefully articulated, donor intent makes the difference between a gratified funder who makes a thoughtful gift and a dissatisfied donor with a marginally successful grant.? It can make the difference between an engaged, empowered family and one adrift with internal strife and competition.?? Donor intent can inform future generations? ability to steward values from generation to generation, or become an albatross over their decision making.

Any of us who work in this field know full well that donor intent is usually nuanced and often complex.? Understanding, intuiting, and articulating this intent matters.? Often a lot.

Questioning why someone might choose to give is a dead-end exercise; understanding what one wishes to do with one?s commitment to give is worthy of care and thought.? There is a big difference.

Tweeting for Business: Twitter Launches Small-Business Ad ...

As a means of addressing long-standing concerns over how it could monetize itself, Twitter has launched a new initiative that will allow small businesses to purchase advertising on the company?s signature messaging platform. While the company has over 100 million users and is currently valued at about $8 billion, it has never established a firm income-generating model ? that is, until now.

The San Francisco-based company, launched in 2007, allows people to post 140-character messages, referred to as ?tweets,? that will show up on the timelines of their followers. The new initiative, launched earlier this week, is presently only available to businesses that use American Express, though the Twitter hopes to expand the service to include other card companies later in the year.

The move comes in a vital stage of the company?s development. Coupled with the publicity over competing social network Facebook?s recently announced initial public offering, many analystst have been eyeing the company, curious to see if it, too, will soon be going public.
